2019 Transportation, Housing and Urban Development (THUD) Program Funding – How Does It Impact Us?

Unison is hugely relieved to share that with the signing into law of House Joint Resolution 31 of the Consolidated Appropriations Act, Congress approved the Transportation, Housing and Urban Development (THUD) budget for fiscal year 2019: (https://nlihc.org/issues/budget/fy19-analysis), and successfully averted a second government shutdown this year.

Below are some of the HUD programs that Unison makes available to the Adams County residents:

Tenant-Based Rental Assistance (TBRA)

  • The Tenant-Based Rental Assistance (TBRA) has an increase of $ 583 million in funding (2.6% more than FY 2018) and is currently at $ 22.6 billion.
  • Funding for new vouchers under Veterans Affairs Supportive Housing (VASH Program) is the same amount as last year at $ 40 million. An additional $ 4 million is reserved for Native American Veterans.
  • Family Unification Program (FUP) funding is the same as last year at $ 20 million.

What does this mean for Unison and our members?
There will be sufficient funding for renewing Section 8 Housing Choice Voucher contracts and for certain ongoing programs for veterans and families.


Public Housing

  • The Public Housing Capital Fund has an increase of $ 25 million in funding (0.9% more than FY 2018) and is currently at $ 2.78 billion.
  • The Public Housing Operating Fund has an increase of $ 103 million in funding (2.3% more than FY 2018) and is currently at $ 4.65 billion.

What does this mean for Unison and our members?
There will be sufficient funding for capital improvements and operations at Casa Redonda de Vigil Apartments – our Public Housing for disabled and seniors.


Family Self Sufficiency (FSS) Program

  • The FSS program has an increase of $ 5 million in funding (6.7% more than FY 2018) and is currently at $ 80 million.

What does this mean for Unison and our members?
There will be sufficient funding for running this HUD-designed program for our Housing Choice Voucher participants. FSS program helps them become financially independent by assisting them to increase their earnings and build assets for themselves.


Project-Based Rental Assistance (PBRA)

  • The project-based rental assistance has an increase of $ 583 million in funding (2.6% more than FY 2018) and is currently at $ 22.6 billion.

What does this mean for Unison and our members?
There will be sufficient funding for renewing the expiring contracts.
